Creating Safe Havens: Innovative urban design Solutions for Women's Safety and Inclusion in Public Spaces

Good urban design plays a vital role in ensuring safety for women in public spaces. Gender biases in the distribution of power and entitlements, and long standing societal norms about the role of women in society, have historically led to public spaces that are not designed with women in mind. However, by taking a gender-sensitive approach to urban design, we can create spaces that are safe, welcoming and inclusive for all.

The Safer Cities Program is investing $30 million over two years to help improve perceptions of safety in our cities and towns, particularly for women, girls and gender diverse people in partnership with Transport for NSW. Let’s explore the strategies open to us and how they can be used by landscape architects and urban designers to create safe, inclusive and welcoming spaces for women.

Uncovering the Hidden Gender Bias in Public Spaces

Historically, public spaces have been designed with a male perspective in mind and have often not taken into account the specific needs and concerns of women. This is due to a number of factors, as well as long-standing societal norms and values about the role of women in society.

One major issue is that women have been underrepresented in decision-making roles in the fields of architecture, engineering, and urban planning. This means that the perspectives and needs of women have often not been adequately considered in the design of public spaces. Additionally, societal norms and values about women's roles and responsibilities have often relegated them to the private sphere, with the public sphere being seen as the domain of men. This has led to public spaces being designed for male use, with little consideration for the needs of women.

In the post-World War II era, many Australian cities underwent significant changes as a result of increased car ownership and the rise of suburbanisation. One of the major changes was the shift away from compact, walkable cities towards sprawling, car-dependent suburban areas. This was characterised by the construction of large freeways and roads that acted as major barriers for pedestrians, making it difficult and often dangerous for people to walk or cycle in these areas. As a result of this shift, services, employment, and homes became increasingly segregated. For example, people would often live in suburbs that were far away from their place of work or the services they needed, such as grocery stores or medical facilities. This meant that people had to rely on cars to get around, and public transportation was often not well-developed in these areas.

The creation of suburbs also had a significant impact on social norms and the roles of men and women. At that time, it was the norm for men to go out to work and for women to stay home. This meant that suburban areas were often designed with the assumption that the primary users would be men who were commuting to work. This had a significant impact on the design of public spaces and transportation infrastructure in these areas, with little consideration given to the needs of women and other non-traditional users.

Achieving Gender Equality in Public Spaces

The gendered experience of public spaces refers to the ways in which public spaces are perceived, used, and navigated differently by men and women, due to the impact of social norms, stereotypes and power imbalances. It encompasses the physical, social and cultural aspects of public spaces that shape the experiences of men and women.

For example, women may feel less safe in certain public spaces, such as poorly lit or poorly designed spaces that lack natural surveillance, or spaces that are known to be high-crime areas. They may also be more likely to experience harassment or assault in public spaces. Additionally, women may have different mobility patterns and use public spaces differently than men, such as being more likely to be accompanied by children or to be responsible for the safety of others. This can influence the way they use and navigate public spaces.

This approach to design also includes the way in which public spaces are designed and constructed, such as lack of access to restrooms, lack of seating, or the presence of physical barriers that can make public spaces inaccessible for certain groups of people, particularly for women.

Below, we will explore the variety of design solutions which can help to improve safety and equity in our public spaces.

Government Action

The NSW Safer Cities program is a program in New South Wales, Australia that aims to make public spaces safer for women and other vulnerable groups. The program is implemented by the NSW government and works in partnership with local councils, community organisations, and other stakeholders.

  • Providing education and awareness campaigns to change attitudes and behaviours that lead to harassment and violence

  • Encouraging reporting of incidents and providing support for survivors

  • Providing training and support for security personnel and other staff who work in public spaces

The program has been implemented in several towns and cities in New South Wales, including Sydney, Newcastle, and Wollongong. The program has been successful in increasing the safety and security of public spaces for women and other vulnerable groups, and has been recognized as a model program for other cities and countries to follow.

Designing public spaces with safety and inclusion for women in mind is a crucial aspect of vibrant and welcoming communities. Landscape architects have the knowledge and expertise to design spaces that are visually accessible, easy to navigate, and promote natural surveillance are just a few of the ways landscape architects can ensure that public spaces are safe, inclusive and welcoming for everyone. By taking a holistic approach, working with the community, and empowering the voice of women, landscape architects can create public spaces that foster community, promote well-being, and ensure that everyone feels safe and included.
